AI Agent Sprawl Is the New Shadow IT — And Most Enterprises Aren't Ready

A few years ago, the biggest headache in enterprise security was shadow IT: employees spinning up unauthorized SaaS tools, cloud accounts, and file-sharing apps that IT and security teams never sanctioned, never inventoried, and certainly never governed. Companies spent years building controls to get that under control.

Now there's a new version of the same problem, and it's moving faster: shadow AI. 

AI agents are proliferating across enterprises at a pace most security teams can't match. Employees are deploying autonomous agents through browser extensions, SaaS integrations, and API connections. Developers are building agentic workflows that act on behalf of users. Business teams are adopting AI copilots that quietly connect to internal data, customer records, and financial systems. Unlike the SaaS sprawl of a decade ago, these agents don't just access data; they act on it, query it, move it, and make decisions with it.

The question for CIOs, CISOs, and security leaders is no longer whether AI agents are running in your environment. They almost certainly are. The question is: do you know which ones, what they can access, and whether their permissions are appropriate?

The Scale of the Problem

The enterprise AI story has largely been framed around managed, sanctioned deployments. But the numbers tell a more complicated story.

PwC's 2025 AI Agent Survey found that 79% of organizations have already adopted AI agents to some extent. Of those adopting, two-thirds report delivering measurable value through increased productivity. What those numbers don't capture is what those agents are doing once connected: querying databases, accessing CRM records, exporting data, making API calls to systems that security teams didn't authorize them to touch.

The adoption curve has steepened sharply. By mid-2026, 54% of organizations are actively deploying AI agents across core operations, up from just 11% two years ago, and over 80% report measurable economic impact from AI agents today.

Gartner forecasts that 40% of enterprise applications will embed task-specific AI agents by the end of 2026, up from less than 5% in 2025. That's not a gradual shift; it's a near-vertical adoption curve that most enterprise governance frameworks are not designed to handle.

At the same time, Gartner warns that over 40% of agentic AI projects will be canceled by the end of 2027, citing escalating costs, unclear business value, and inadequate risk controls. Governance isn't just a compliance concern; it's what separates deployments that scale from those that stall.

Deloitte's 2026 State of AI in the Enterprise report found that only one in five companies has a mature model for agentic AI governance, even as agentic AI usage is poised to rise sharply over the next two years.

The non-human identity problem compounds all of this. Gartner's IAM Leadership Vision identified non-human identities, the machine accounts that AI agents operate under, as one of the most critical and underaddressed gaps in enterprise security. In many organizations, non-human identities now outnumber human identities by ratios of 10:1 to 45:1. The World Economic Forum's Global Cybersecurity Outlook 2025 reinforced the same concern, flagging the explosion of machine identities and non-human access as a primary security challenge for enterprise leaders and noting that most organizations lack the tools to inventory and govern these identities alongside human ones. Most identity governance programs were built for the human side of that equation.

What Makes AI Agent Access Different

Traditional identity and access management was built for a relatively stable model: a human user authenticates, gets a role or set of permissions, and accesses resources. Governance frameworks like RBAC and ABAC were designed with human identity at the center.

AI agents break that model in three important ways.

  • Agents act autonomously. Unlike a human who makes an access decision consciously, an agent queries data, executes workflows, and calls external APIs automatically, often at scale and at speed. A misconfigured agent doesn't wait for human judgment. It keeps operating.
  • Agents often inherit excessive permissions. Many agents run under shared service accounts originally provisioned for broad access. When an agent is built on top of one of those accounts, it inherits all of that access, far more than it needs for any specific task. The principle of least privilege, foundational to security hygiene, is routinely violated by default.
  • Agents are hard to inventory. There is no standard registration process for deploying an AI agent. They appear in environments through integrations, browser extensions, API keys, and developer pipelines, often with no visibility into what data they are touching or under what identity they are operating.

This combination: autonomous action, excessive permissions, and low visibility, is what makes AI agent sprawl a genuine security risk rather than just an operational nuisance.

Shadow AI Agents Are Already in Your Environment

Security practitioners who lived through the SaaS sprawl era will recognize the pattern. When adoption outruns governance, risk accumulates quietly.

Gartner finds that 40% of enterprises are at risk of shadow AI incidents, and that more than two-thirds of security leaders either suspect or have evidence that employees are using prohibited AI tools. A separate Gartner poll found that nearly two-thirds of organizations are using generative AI across business units, yet only one in five has achieved advanced governance maturity. 

Consider what a shadow AI agent looks like in practice. A sales rep connects an AI assistant to their CRM through a third-party browser extension. The extension operates under the rep's credentials, which carry access to the full customer database. The agent begins querying, summarizing, and in some cases exporting data as part of its workflow. No security team approved it. No access review captured it. And because it runs under a legitimate user credential, it doesn't immediately trigger anomaly detection.

Microsoft and LinkedIn's 2025 Work Trend Index found that 78% of AI users are bringing their own tools to work without IT approval. Multiply that across thousands of employees and dozens of agent tools, and the risk becomes significant. The issue isn't that employees are acting with bad intent; they're using tools that make them more productive. The issue is that the organization has no control plane for the access those tools are exercising.

This is playing out at scale. JPMorgan Chase, Goldman Sachs, Citigroup, and Walmart are among the enterprises that have publicly committed to large-scale AI agent deployments. What's less visible is how many agent deployments are happening beneath the official rollout: in individual teams, through developer workflows, through SaaS integrations that were never flagged to security.

What Enterprises Need to Get Ahead of This

The organizations managing AI agent risk effectively share a few common capabilities.

  • Visibility into what's deployed. Before any governance program can work, security teams need an accurate inventory of AI agents in their environment: who deployed them, what identities they operate under, and what systems they connect to. This is not something traditional IAM tools provide. It requires tooling built specifically for discovering and mapping agent identities.
  • Entitlement mapping. Knowing an agent exists is the starting point. Understanding what that agent is authorized to access, and whether those authorizations are appropriate, is the governance question that actually matters. Entitlement mapping for agents needs to account for the fact that agents often inherit permissions from human users or shared service accounts, rather than carrying purpose-built access profiles.
  • Least-privilege enforcement at the data source. Governance policies need to be enforced where data lives: in databases, cloud platforms, and data warehouses, not just at the identity layer. An agent provisioned with broad service account credentials can bypass identity-level controls if enforcement doesn't extend to the data sources it queries.
  • Continuous monitoring for anomalous access. Because agents act autonomously and at speed, point-in-time access reviews are not enough. Security teams need real-time visibility into agent-driven data access, including unusual query patterns, spikes in data retrieval, PII exposure, and access to systems outside an agent's stated purpose.
  • Governance that scales with deployment. The number of AI agents in enterprise environments will grow, not shrink. Any governance approach needs to scale without requiring manual review of every new agent or workflow.
